rnest Barefield has extensive policy and management consulting
experience working with major public housing authorities in Philadelphia, Chicago and Newark and passed legislation to establish an
affordable housing development fund in Philadelphia. Mr. Barefield is one of the initial founders of the Plant City CDC and also built
the Self-Help Housing Program from inception in 2005. He is also the Chairman and Executive Director of the PCCDC.
